The developer, First Bank, is seeking to break ground on the $1.5 billion project in late 2019 or early 2020.
The project will be one of the largest developments in the city, according to First Bank CEO Scott Smith.
The site is about 50 acres, with about 50 buildings, and includes an office building, a grocery store, a pharmacy, a high-end residential development and a new mall.
It also has an underground parking garage.
Smith said the Bay Plaza will be the second-largest shopping center in the region.
It will have a total of 14,600 square feet of retail space, he said.
The area is also expected to have about 5,000 apartments.
The Bay Plaza project is expected to be completed by the end of 2020, Smith said.
The new shopping mall will be located in the historic and historic district of Easton, across from the Atlanta Institute of Technology.

The property was once home to the Atlanta City Lines and was purchased by First Bank in 2015.

First Bank has received the necessary approvals for the project, which is being managed by Georgia Tech.
Smith said the project is on track to go forward.
First Banks is partnering with Atlanta-based developer Bayspace Development.
The new Bay Mall is planned to be the largest project in the area, and the first shopping center to be built on the Atlanta Beltline.
The proposed development has attracted interest from local politicians and business owners, according.
The project will attract up to 3,000 jobs, according Smith.
